Minister Question

Hey, attempting to use the ministers in order to move around my population to planets. In SE:IV, I would simply create a Pop. Transport, set the option to have ministers controls Pop. Transports, and off they would go moving my colonists around once I set the ship under Minister control. I can't seem to pull it off on SE:V though. My ship type is a Pop. Transport, my ship is set to be under Minister control, and in the empire options I've selected every transport option. Still, the ship just sits there.

Thoughts?

Also, is anyone else having a VERY slow end turn routine? Seems it takes a VERY long time to go through all the players. I'm only 20 turns in.
