Boarding Party combat not working

Description

Boarding parties die shortly after boarding. If two boarding ships attack, the second shuttle will sometimes just orbit the target, rather than board.

I have tried increasing boarding party strength from 10 to 1000, to see if it's just not enough troops, but the same result.

But when I built a target ship, with it's crew quarters as the outermost parts, then I could board it.

Despite the patch notes, Boarding Combat is still broken in 1.13. Crews simply will not die no matter what the odds- I had situations of 50 crew against 5000 boarding strength and the boarders lost without the loss of a single crew member.

Boarding succeeds with destruction of quarters

Test:
Built a target ship with crew quarters on nose and no shields/armor. I then ran simulation against a ship with boarding parties and a low-powered gun.

As soon as the crew quarters were destroyed, the boarding action completed, and transferred ownership of the target.

This suggests to me that it is the death of the crew that makes boarding parties succeed, and that boarding parties are not currently killing any crew.

Might be related to Toxin Injector problem

Actually I think the crew quarters might be regnerating crew when they shouldn't.

a ship hit with a 2k Toxin Injector hit WILL lose crew. For a split second, then it all regnerates back. Might be the same thing happening with the boarders.

It seems likely that they are somehow related.

Question: Do Securiy and Boarding teams protect a ship?

Ran several tests, with target ships using master computer:

one boarding party vs one security station - Boarding team won
six boarding parties vs two security stations - boarding failed; they only kill off 1 security station
six boarding parties vs one security AND one boarding party - boarding won, THEY KILL BOTH
one boarding party vs one security AND one boarding party - THEY STILL KILL BOTH

It was surprising to find that boarding parties did take out one of each component type (security station and boarding party). It was also surprising that just one boarding team could do so.

Looks like boarding is an automatic victory if only zero or one componant of each type exists, and an automatic failure if more than one (of either type) exists. Always fails if crew exist.
