Description
Sector set up feature is nice, but allows for player cheats. There may be some benefit to disallowing sector set-up if there are two players in a sector.
A nice feature, however, in terms of setting up planetary defenses.

Fixed in 1.13- you can no longer move units while enemies are present. (however this also broken the simulator's move unit screen..)
