Question about starting conditions |

Hello, I'm totally new to the Space Empires series, but I'm familiar with the genre.
I have a question regarding the starting conditions in the demo. Why are the construction rates so low relative to production?
For example, when I start a new game, my homeworld already has a net production of 40,000 minerals. But my planet is only able to use 3,000 per turn for construction! And since the homeworld's treasury is already maxed out, the excess just evaporates into thin air.
Is this intended? It just seemed like a very odd starting condition.

My experience is SE4 is that you catch up to your production in two ways:
First, the amount of new construction each turn increases dramatically as the number of colonies increases, and second, fleet maintenance starts to eat up most of your budget (this can kill you if you have started too many wars).
Don't get too cocky with your early game production... build some mineral storage buildings... store the surplus... you'll need it later.

Temporary Situation...
After you start pumping out ships and units, you'll quickly catch up to your production amount - although in stock you don't get SY components right away so it probably takes a bit longer to catch up to your production.
