Intel action or Game Bug? |

In our PBW game we have had the same Empire in the past two turns go haywire on its treaties.
First, the Empire surrendered to an enemy, but neither sent nor made the demands. Was it an Intel action that caused this or a game bug? We redid that turn and it didn't happen after it was redone.
Second, same Empire this turn declared war on it's ally, but neither of them received a message of war or treaty breaking. Was it an Intel action that caused this or a game bug?
We don't know completely what actions are possible through Intel attacks, so before we ran this turn over we want to find out if its part of the game or a bug?

My current PBW has banned the AI for this and other reasons. The players should also be required to turn off AI control in the minister settings.

An intel attack can disrupt a treaty, but there would a log message indicating such. Intel events cannot cause a player to surrender. It is possible for an intel event to disrupt a communication, but again there would be a log message.
It sounds like one of the players had their turn run by the AI - potentially submitted the wrong .plr or something like that the first time the turn was run.
