I don't see ship experience used much. Perhaps the rate it accumulates can be increased.

I find the higher ship experience have fewer missed shots.

Ship Experience can provide significant bonuses to combat. A highly trained fleet fleet of experienced ships could have a +30 advantage to hit and defend. The training facilities can help you obtain experience faster then through combat alone.

I think my problem may be in a high turnover of ships. Its a challenge to survive many combat situations or just sit around doing nothing at a training facility. (and all before the designs become obsolete!)

Having a training facility on the planet that is the staging area (way point) is beneficial. Since you likely want to wait for enough ships to get there to make a sizeable fleet anyway, the ships take full benefit of the wait time. Just maake a new fleet with the first ship that gets there, and you get a well trained fleet too.
Also remember, that training facility on a world that is used for ship retrofits and repairs is useful.

Probably the best reason I've heard for retrofitting so far.

Retrofitting may not erase experience, but the ships have to be prepaired. They usually tend to spend few turns on the sam location, so the training facility will help.

I've done training facilities before on staging areas/way points. Having some old timers around is cool if you have Neural Interface (I think that's the sharing tech anyway...).

I can't say for certain if it works - but it supposedly acts as a both an attack and defense bonus. Unfortunately, it's not used anywhere outside of ship experience.
