Neutron bombs NOT working

Im playing the BM 116 with latest patches and the nuetron bombs seem to be broken. Ships armed with them simply retreat from battle without using them. Ships have ordanance and supplies and i cant seem to fiqure it out. Also made sure plants have 0 shields (tried it in the simulator) but still nothing. Anyone have some ideas?

What's the design type strategy? Did the planet have population? Did you try placing 1 regular weapon on the ship?

totally custom, no design type. Would that be necessary. Plant had 10 billion people (Customized planet population sizes a little) and no other weapons. In one case they had planetary naplam but only used that and no Neutron bombs.. Any ideas?

Quick question, if i want to change the script files what compiler can i use. It seems when i open up the empire files with Bloodshed's Dev kit C++ the source files come out kinda jarbled.. thoughts?

SE5 has its own script compiler.

I think it might have to do with targeting "only planet population" as i made an entirely new weapon component that would only target population on planets and it failed too.
