Can anyone recommend a program to open .csf file extensions so I can get some of these shipsets to work?

You do not open .csf files, they are the compiled script files.
If you're just interested in getting a shipset to work, copy another working set of .csf files into that race's folder. Re-name them accordingly and the race should work fine as a computer player.
