Modding Drones question?

Is it possible to make it so that drones of a certain resource cost require shipyards and those below the target value can be built without a shipyard?

For example: If a drone requires more than 2000 of any resource to construct it changes to "Shipyard Required."

If it stays under 2000 for each resource it can be built on planets without shipyards.

Is this possible?
