Why did you post a reply to your own thread?
If the planet is domed, you can increase the space to the full value by replacing the population with aliens that can breathe the atmosphere, or you can build an atmosphere converter and convert the atmosphere to that of the inhabitants. Otherwise, you cannot increase facility space.
