Is there a free software available that will allow opening and manipulation of the CSF files? I am assuming these are the files I must toy with to program scripts...so I figured I should start teaching myself how to do this bit of coding...but I do not have the program to open a CSF.

The .csf files are compiled scripts. You do not edit them. Instead you edit the source scripts and compile using the Script Parser included with SE5.
