Can an alliance (with AI players) be imported to PBEM/PBW games?
If you have an empire as part of an AI-populated alliance, can this be exported and then used as part of PBW/PBEM ?
I'm not seeing utility to allow exporting AI empires or alliances.

You can take over an AI empire and export its racial details to a .emp file (in the same way you'd do it for your own empire). This doesn't save any information on game state, just the selection of traits and tech levels and such. An "alliance" has nothing to export; it is just a diplomatic agreement between various empires, depending entirely on game state.
