Descriptions of Race/Government/Society abilities

I'm new to Space Empires (haven't played any of the previous titles, though I've played other 4x games), and I'm trying to find a listing of the abilities/modifiers that accompany the different choices you can make when creating an empire. I don't see it in the manual (hard copy or soft copy). Am I missing it somewhere? Is there way to see it in game while I'm creating my empire?
