Probably not necessarily a bug, but an annoying feature. Resupply nearest should send a ship to the nearest planet with resupply capability, instead it sends it to the nearest colonized planet regardless.

Better for AI
That's because any colony carries some supplies so it might be more efficient in that case to pick up supplies at the nearest colony. It's probably more beneficial to the AI performance than sending it always to the nearest RD.
