I waitet for his command-script (don't know how it is exactly named in english) but it happens, we turnd off all minister at hin, it still happens... any one knows how to avoid this? It's truly stealign all the fun of the game ^^"

Greetings, the Problem seems to be that the Host doesnt get the Data of the Player, if the player makes turn end before the Host. Then the Host PC make a default turn in the Name of the player.
I would suggest to patch up to european version 1.66, here the problem seem to exist no more.
Otherwise make sure, that the host always makes turn end first.
Please excuse my englisch, but school has been some time ago.

In a simultaneous game all the players have to submit their turns before the game generates the next turn. If someone's turn is incompatible then it will run the turn as an AI. Reasons might be either his version is different, although it should mention if the data files don't match when you try to open your turn, also I've seen occasions where if someone sends in the wrong turn, say the previous turn, then it is invalid and as I said the AI takes over, because not having a valid turn it decides the player is absent.
You may have turned off all ministers but try going to minster settings and disabling "AI runs turn in players absence" if you have not already. It might not stop why the player is deemed absent, but it will stop the AI messing up everything.
One unexplained reasons a players copy might be a different version is if you have a Steam version and you have not disabled it patching automatically.
