Hello people how are you? I need to know how do you mod and do i need all the patches.

All SEV patches are cumulative; you only need the most recent patch.

To start a mod, Make a new folder in the 'Game Types' folder in your source file. Then, paste your modded files inside. For detailed instructions, go to your source file, then 'Docs', and inside there is a folder about Modding and one about the script. Also, there is a small set of instructions in the back of the manual.
And I would recommend that you always have the latest patch, though it is not required if you want to make a mod.

You should always play the latest version of games.
You mod by cracking open files in a text/graphics editor and altering them... The Wiki has some information on modding, but without any actual questions we can't really help you much.
