No combat in obscuring storms - but I can see enemy ships?

Well this is strange... I had some ships parked in an obscuring storm, and some enemy ships entered the sector. Strangely enough, while I can see the ships inside the storm in the same sector as my ships, no combat occurred. Is there some special rule governing this situation or is this a bug?

Were you cloaked? Could the storm just be interfering with normal sensors?

Nope, not cloaked, though the enemy ships may have been... I think my opponent has stealth armor.
What do you mean by "normal sensors"? Normal as opposed to what?

Normal sensors as opposed to tachyon or temporal sensors and such. Well if you're at war with them then none of this makes sense. Unless the storm properties allow for this weirdness, it's gotta be a bug.

Hmm, I was playing Balance Mod, and in Balance Mod the storm cloak levels are randomized, so perhaps they were randomized to a high value during turn processing and to a low value during my turn... I should bug Kwok about this, as it makes it possible to "scum" storms for low cloak levels (just click on them, get a report, repeat until the cloak level is low enough that you can see if there are enemy ships there Sticking out tongue)

I just put a sentry in the storm. No matter the occlusion as long as you have a ship there you can choose sector view to see any ships hidden there. You can't attack them but at least you can know to take steps.

were you using the latest patch? if not it could fall under the domain of one of the bugs it fixed where enemy ships can occasionally pass through yours without starting combat, happened in random sectors

Maybe they can't see you while in storm? Does it require visual to be mutual?
