If I have both, Phased sield generators and usual shield generators, when does a weapon that skips normal shields skip the shield?

All shield points will be treated as normal points and the weapon will skip them.

I was told before that if you have both, it defaults to normal shields and you might as well not have phased shields. So, don't mix them.
