Sounds like a good idea to me.

I do a little dabbling with modding.
Having more stuff to toy around with while modding SEV would be really nice.

God, I'd love some more CompEnhancement options

Mainly I'd like to affect rate of fire, seeker resistance points, shields, armor regen, combat movement/map movement, resource point generation, add in 'specific_name' abilities so only what you want to be affected is. Max mount limits (or minimum) for each mount. That and the addition of abilities or changing damage types (ie, normal to shield skipping).

I'm not a modder, but this gets my vote. It should add a lot of potential.
