How do I change the Resolution for windowed mode? (Steam Version, Friends list problems)

I was trying to find a way to change the Resolution for windowed mode but can not locate how to change this. I have the steam version so im not sure if maybe thats why.

Also the Steam Friends list game overlay dose not work correctly, anyone know any work arounds?

1) The friends overlay does not OVERLAY the games windows, construction que window will cover the "overlay"

2) Any Voice chat throu steam friends is Blocked or muted when SE5 has focus.

3) The defualt Shift+Tab to open the overlay does not open it, I figured it was because SE5 after seeing the shift or tab key was hit is waiting for other input and does not let that info go on to windows defualt event handlers. So I changed the Overlays hotkey to Ctrl+` and this will open it but as I stated it still does not "Overlay" all the game windows
