I have noticed a problem when moving alien population around in SE4. I had
some rioting, and added some troops to fix the situation, but it
wasn't quite enough. So I decided to try to remove some of the alien
population and replace it with human. Then I took the alien pop and
moved it to a large world, where they would be in the minority. I
never had a chance to see if this would work, becasue when I checked
my construction queue, looked at planet facilities, I saw that the two
planets that had the population altered were now 'smaller planets'.
My 15 facility planet dropped to 5, my 25 dropped to 15. So I had crazy fractions like 11/5, saying I had 11 facilites (which I did) on 5-facility planet. Needless to say I certainly couldn't build any more on those planets.
Is this a known bug? I installed the patch 195C, but this did not correct
the problem. I tried to revert to an earlier save, then tried the pop
swap again with the same crazy results. So the patch did not seem to
fix it. I do confess I have been playing about 90 turns on the
unpatched 1.95
Has anyone else seen this problem or know how to fix, or is this type of pop swap illegal?

Yes, the planet will be undomed if the non-breathing population is removed and the full space restored.
You can fit as many troops/fighters/weapon platforms as the cargo space of the planet will allow. The cargo space of a planet will depend on the planet's size and if its domed or undomed. A cargo facility will add to the available cargo space if you're running short.

It's not exactly a bug. A mix of breathing and non-breathing populations will result in a planet being domed. 20-30 Troops should be more than enough to qualm any rioting population.
