What difficulty level is the quick start? In both the regular game and with Balanced Mod. I know such crucial info MUST be somewhere obvious I just cant seem to discover it.

For SE:V, goto Empires on the right, scroll all the way down - its Computer Player Difficulty and Computer Player Bonus. Its defaulted at medium/none, i.e.- medium difficulty and no bonus. For a quick start you don't get to choose those options so it should just use the default ones, I assume.
