Is it possible to eliminate migration?

Im writing a Proportions mod version for SEV but it just isnt compatible with migration. The slow population build up in colonies is what makes the mod interesting but a couple dozen millions colonist arriving every turn just screw everything up.

I changed Settings.txt as below:

Race Starting Percent Reproduction := 5

Race Starting Percent
Migration := 0.00

Race Migration Added 1 Percent Per Population Amount := 99999999999999999999999999
//---------------------------------------------------------------------

This should have completely eliminated migration, shouldnt it? Well, it continues on 1%. Am I forgetting anything?

I have wanted a toggle for planets to "close their borders"... so I could convert their atmospheres without breathers blocking it. I can also see why migration could be bad for some mods.

Anyway, I don't know how to eliminate migration or even if it is possible.

The settings.txt has the line:

Race Starting Percent Migration := 5

Can that be used as a global switch if a mod needs migration stopped?

I strongly suspect there are other factors affecting migration. Perhaps planetary conditions and/or happiness. The problem however, remains: How can I base production/construction rate in the slowly populational growth if I colonize a planet and next turn 100M colonists appear out of nowhere, no matter how far the colony is?

Make the cultural centers provide additional population space on the planet! Laughing out loud

So you reduce the population space on planets to something really pathetic like 1M, but once you build a cultural center it jumps up to 10M, 100M, 1B, 10B, depending on which type of cultural center it is... of course the better cultural centers would have to take up more space so you can't have 10B people crammed on a tiny unbreathable world Eye-wink

Note that population bonuses don't stack - I think you get the base level of the planet from PlanetSizes.txt plus the best population bonus from any facilities on the planet. However since there will typically be only one cultural center per planet (unless you are upgrading from one to the next and haven't scrapped the old one yet) that won't be an issue Eye-wink

Thats a very interesting idea. I think I will reduce the Population capacity from each planet and add some to Cultural Facilities. It does make sense that a planet can house more people if it is more developed.

The problem with migration remains, though...

If you activate the population minister under empire options, then the non-breathing population will be ... recycled as soon as soon as there is any population that breaths that atmosphere.

This can be good and bad. If you wanted to move that population to another planet, it is gone. You also lose any population production bonuses until the population is rebuilt. But the breathing population will grow faster and have a larger population then the non-breathers.
