I may be remembering wrong but I could have sworn I read that 1.58 was going to include a way to set which system an empire starts in. If I do remember that right was it removed or am I just stupid and not able to figure out how to do it?

It's a feature that's existed since release. In game setup on the map screen below generate map is set starting positions. This allows you to pick the systems you want players to start in. In my experience, the players are assigned the start positions in the order of their setting - ie. the first start point you select is for player 1 etc.
