AI not creating any ships in 1.58 with BM10 Full tech

I haven't had the time to check out some more configurations but witht the 2 Full Tech games I have played with, the AI doesn't build any ships.

V1.58 with BM10, full tech, 5K racial points, small maps, high bonus for AI. Tried limited view and full sector view. Limited view game a couple of races built a couple of bases but no ships. In the full sector view game, I didn't even see the bases. ( all I did then was keep hitting new turn for 20 turns and they didn't do anything.) There was a ton of units though.

V1.58 standard game, same specs, the AI got busy in a hurry and had several ship and 3 more colonies by turn 6. Looked pretty normal.

I still have no desire to play a stock game at this time so until the BM gets fixed, I won't be playing anything.

Believe or not, the full tech issue was simply caused by Crew Quarters being set to a max of 3 levels, when it should be 6. Edit that in Components.txt and you'll be fine.
