hi, is there a way to produce munitions and supplies on a ship?
what kind of level do i need for this?

Actually, the Quantum Reactor can now produce 580 supply per turn at Resupply 39.

if you have a ship with repairbay in your fleet you can repair the used emergency pods for supply ,propulsion or ordnance. it should not be a expoid but normal. it is not very effective.

This is strongly dependent on what, if any, mods you are using; the comments below are for the stock game. There are two types of generation, normal and emergency. Normal produces an amount each turn, possibly dependent on external factors such as whether the ship is cloaked, how many suns are in the system it is in, etc. Emergency produces an amount once, and then the generating component is destroyed until repaired, normally at a shipyard. In some versions there are exploits involving ships capable of self-repair abusing emergency generation.
In general, search components.txt for "Ordnance Generation" and "Supply Generation".
In stock, there is an Emergency Reordnance Pod, requiring Resupply 1+, but to get normal generation requires the Ordnance Vat, which requires Organic Technology level 5+. This is one of the significant advantages of being an organic race.
Supply is a bit easier; the Emergency Resupply Pod is also available at Resupply 1+, the Solar Collector provides 50 to 195 per turn depending on level, times the number of stars in the current system (including zero) requiring Stellar Harnessing 1+, and the Quantum Reactor produces 290 per turn requiring Resupply 20.
