No, v1.10 is not quite available yet. There's a few minor issues left with the AI that need to be fixed, which I should be able to get to by tomorrow evening.

I'll be making a v1.09 update that will save game compatible with older v1.09s and PBW friendly. The earliest this might happen by is next weekend.
