Emergency build

How exactly does emergency build work? The reason I am asking is that if it works like the game says, it is completely broken. It says you get up to 10 turns of 200% production, and than the same number of turns of 50%. This means that over this time period you average 125% production - so in fact you should almost always use it. Emergency build should decrease your efficiency (or have some other cost), not increase it.
