cheating still works |
now why do cheat codes still work even with option disabled? i hav checked in several games and various mods, even with human players the codes still work after being disabled... any ideas?

Because you are not a beta tester. 
From the 1.46 changelog:
8. Fixed - Some cheat codes could still be used when the "Cheat Codes Allowed" was off.

The point is that because you are not a beta tester, you don't have access yet to the version in which the problem was fixed.
And before you ask, nobody knows when the next public patch will be available.

There was possibly a bug introduced unknowingly at some point, rather than they all worked 100% in the initial release...
