Every time I think I've this figured out, something shows up to make me reconsider.
I thought initially you could only build up to the amount in storage. Then I though it was the sum of the Net resources plus the amount in storage. Then I thought it was the sum or the Net resources plus the amount in storage minus any gifts (which don't show up anywhere in the reports, annoyingly enough).
Anybody know for sure how this works?

I've heard they don't add trade until after the production is taken out. So then you could build up to Storage + Net Production - Trade. But I think sometimes I do more...
