What is the best way to coax an AI into making a treaty with you?

You need to be more specific - what do you mean they will tell you to go away? With respect to stock or a mod etc?

"Helpful" is a mood that occurs when the other player has a larger score and a lower anger level against you. However, being a more "powerful" empire, they usually want a number of concessions in order to accept a treaty. They probably wouldn't even accept your current treaty as is, since it was probably agreed to when they were not as strong. I haven't put in conditions for the AI to re-evaluate their current treaties, except to offer a new one every few years.
I'll double-check the scripts though to make sure it's working as it should.

In stock, you need to make sure that there mood towards you is really good.
If you're using the Balance Mod, then it's a combination of how much bigger your empire is, which empire you're dealing with, and their general mood.
