There is a multiplicator for the points the Computer players make. Is there a possibility to set a different value for minerals and research ant intel? I want him to havc a lot more ships then I have, but not that much more intelligence and research.

With the bonus you can't do that. But create a special "society" type for your AI players. There you can give very detailed bonus for each field and you should even be able to change these bonus during the game (at least that's the way it worked in SE IV). Personally I would recommend however to give the AI a lot of research bonus and not to much resource bonus as a lot of ships means slow turn processing.
