David Gervais has kindly agreed to share large format versions of the backgrounds used for several of the UI elements, so that others can easily create their own and keep the same style.

No it contains 4 jpgs. about 30kb per pic.
Here's a question for those that do graphics for games... Is this how you create cool graphics for an icon. You make it on a large scale and then shrink it down. In shrinking it down, it starts to look better?

Yep. It doesn't just apply to games though; any small iconic graphics should be made as a large file, then shrunk down. Its extremely difficult to create good artwork at tiny resolutions (20x20 or however big those icons are).

It doesn't help those of us who can't draw though. It just means we have a big scribble instead of a small scribble

Looks like the false file.
Its a 111kB *.zip and contains only Background01.jpg .. *04.jpg.
