"Satellite Layer" ship type not available to player |

Description
I believe that the computer players have the "satellite layer" ship type (vs. "attack ship", "defense ship", "mine layer", etc). I could be wrong, but I don't think that the human player can class a ship as "satellite layer". This is a bit of a nuisance.
