I was wondering if it's feasible to have a random subculture per planet. for instance one planet will be more prone to building and less adept at reasearch by 1% or something just due to the subculture that has grown there. It could even change every xx turns.

My best guess is to make some 0kt unbuildable buildings that are placed by script events. The script could additionally be set such that it would change after X turns or change as a random event.
