Why do my fighters start OUTSIDE the circle? |

This has got to be the most "annoying" feature yet. I attack an invading enemy fleet with a squadron of fighters, and they immediately "run away" because they start well outside the circle.
Can anyone please tell me what obscure, non obvious button or file to change to stop this from happening?
Yes, they have almost full supplies, yes they are set for fighter attack, yes no ships are damaged.

Happened with me too, but only when I attack with both ships and fighters. If I attack with fighters alone it works. But if I depend on fighters to be certain of the outcome I have them aboard carriers. I take control and place the fighters in a holding pattern untill all fighters are in space and then send them in en masse. It works, but it is annoying.
