Shield Modifiers Urgh!!!

Does the "shield modifier" work on components?

I created a component called "Shield Amplifier":

Name := Large Shield Amplifier
Description := Generator that creates an energy field around a starship preventing damage.
Picture Number := 19
Maximum Level := 16
Tonnage Space Taken Formula := 60
Tonnage Structure Formula := 60
Cost Minerals Formula := 500 + (([%Level%] - 1) * 20)
Cost Organics Formula := 0
Cost Radioactives Formula := 250 + (([%Level%] - 1) * 10)
Supply Amount Used Formula := 0
Ordnance Amount Used Formula := 0
Can Be Placed On Vehicle Types := Ship, Base
Can Be Placed In Ship Sections := Inner Hull
Component Type List := Technological
General Group := Shields
Custom Group := 0
Number Of Requirements := 1
Requirements Evaluation Availability := AND
Requirements Evaluation Allows Placement := TRUE

Requirement 1 Description := Empire must have at least tech level 5 in Shields.

So far, it doesnt do anything. It doesnt modify the shield output on the vessel (at least not in the space combat simulator).

I've also tried creating "Large Shield Mounts" and they wont work either:

I can get it to appear, and only select shields (phased and regular), but when you mount these larger shields, they only have increased size and cost, not increased shield capacity. Can anyone give me any direction? Thanx!

I'd at least try it outside the simulator. Also see if the mount has an effect in combat - it might just be a display issue.
