does anyone know...
1. Can you modify the components.txt file mid game an have new components in game?
2. If you can, how would you modify (do you even need too?) a component in such a way that the AI players wont use it? Will they use it (It would be bad if they used it as they would probly run out of supply)?
I want to add in a new engine type which has no supply storage value, which can then be used in short range, fast drones, etc without them taking away all of the supply points of the parent ship.
Basically, I want to put 12 engines in a drone (currently, that automatically removes 15,000 units of supply from the parent ship - which only has about 18,000 units of supply) and then add 1 or 2 supply storage components.

The AIs have to be recompiled with new code to be able to use the new components. Unless you do something truly major, any recompiled AI scripts will still work during a game.

If you save and exit the game, you can add new components and have them appear in-game (after reloading). Make sure to add them to the end of the file to avoid any unpleasant side-effects.
