help with planetary build queue

Description

in the facility "available items" right now we have "in exsistence" and "in queues". If one more line was added "currently in queue/built in system". I'm not sure how to word it, but it would be a big help to be able to stay in the build queue and know what's already in the system.

In my opinion, if the game is capable of determining that there is already an Urban Pacification Complex in the system or enqueued in the system, then it should prevent you from building another one. Just gray out the option, so you can still right-click it and see the "one per system" message that would explain why it was ghosted.

The advantage of this is you don't need to add any extra lines to the display, instead making it instantly visually apparent that the planet already has a spaceport and doesn't need one. Extra lines mean more scrolling and more clutter.

Except that you might want to build redundant systems for the case if one of them is captured...
