I am running the 1.35 version, when i go to choose the techs for my race it dosn't let me substract any tech levels i can only add but that would cause a negative amount of tech. Is this a patch issue or am i just not selecting something?

The greyed out items are tech areas that have starting levels. Check to see if you've given yourself any tech points to spend in the game setup before trying to select startup techs.
