Description
Revamp espionage, starting with how Counter Intelligence works. Population numbers, numbers of colonies, numbers of races, and planets that are rioting will be a drag factor on defensive intel points. There will be a minimum and a maximum chance to block espionage. I would like to add factors involving population loyalty and happiness, but have yet to devise a way to look these up.
