Resource bug |

Is any one else getting this?
I have way more of every resource than I can use, but recently, I get a message that there isn't enough resources and certain planets did not construct anything during the turn. The game is even scrapping some of my ships.

Another possible reason is that the population is rioting. Check the races tab. It sounds like this may be your problem.

What did you find, Darkwind? My empire just shut down last night...I have the same situation. 20,000 minerals in the bank but all my colonies stopped production and two ships were abandonned. Is this a management problem or a bug?

Apparently what is happening is that when the empire's costs are more than the empire's gross, all production and repairs are halted. This is some bad math on the part of the programmers. The game does not allow you to operate on a deficit even though you've got reserve from past turns. The treasury is only good for upgrades and pacifying opponents with gifts. That's crazy. You should be able to actually use your treasury to build stuff!!!

huh? where did you get this information? I've never seen stuff from the treasury not used when you are operating on a deficit! hell, in balance mod, half the time you START with a defecet of organics!

I believe you have this backwards; it's closer to "if the empire's costs are more than the empire's stored bank balance / treasury, production and repairs are halted".
This is correct, however. Like most 4X strategy games, there is no deficit spending system.
Think of it this way: It's like all your monthly bills are due on the 1st or you take severe penalties, but due to the way your employer and your bank process your monthly paycheck, you don't actually have access to your money until the 3rd. You have to have enough saved in your account from *last* month's paycheck to pay *this* month's bills, and *this* month's paycheck can pay incidental expenses during the month (upgrades), but can't help out with your real bills until *next* month.
I have never had any sort of problem with construction being halted or anything being decommissioned, but I'm always careful to have enough in the bank at the end of the turn to meet my entire gross expenses for the next turn. As long as you do that, you don't need to worry about what order various sources of income and expense are credited or debited.

This can occur due to the order in which your empire is credited or debited resources. As I recall, for instance, resources from treaties are added last (after building), so you can't count on that to build things with.
The most conservative answer is to make sure you have enough storage, and enough resources stored in that storage, to meet your entire empire's gross (not net) needs for one turn. This may be overkill some of the time, but will almost always prevent problems like you seem to be having.
Do also make sure that you're getting as much resources as you think you are; systems without a Space Port, blockaded planets, etc. can cause surprises.
One particular source of "oops" is conquering a race that had Natural Merchant when you don't; their home system will usually not have a Space Port, and you'll all of a sudden be hit with a lot of maintenance costs from a homeworld full of facilities and no income from it until you build a port.
