Can't bombard planet with napalm |

Space Empires V General
I have several ship flying around a large planet with many napalm bombs. They're not doing a damn thing. From what I gather this is a bug. Anyone have any suggested workarounds?

Just invade the planets it works and its more effective than all this xenocydal parking lot bombng

Well maybe I know the answer. It's not a bug but it happens.
That may because you have "no planetary bombardent" article in your treaty(s) with AI allies. This will also prohibit you from bombing other players! Likewise if you sign "no research/intelligence", you can not perform research or intelligence - even espionage against enemy(s) is not allowed. So be careful!

yeah, basically you can only attack a planet now with beam or seeking weapons (or troops), so yeah, have fun with that. you can either wait for the patch or try making CSM ships and watching them get distroyed as they try to take on a planet with platforms early game. fun
