I have neutron bombs level 35
But still they have no effect on planets
Ringed or others
Ships attack with other weapons

also reported with other bomb type weapons and large or huge planets. I cant confirm this as I dont have my copy of SEV on this lap top to check.

I know I can't hit anything other than a tiny planet with my nukes.
Which makes genocide somewhat more difficult than I'd like, to be frank.

Kwok, the changelog for the official patch doesn't mention this. Are you sure this issue was addressed?

Planetary Napalm and Neutron Bombs are both "Bolt" weapons. You'll notice two fixes in the change log, one in v1.34 and the other in v1.35 that mention non-firing bolt weapons and planets that cover off this item.

Sad to say but I've tested this bugfix with fresh game installation (1.00) patched with 1.35 patch and... neutron bomb still not firing
(gamesave version 1.33 re-saved to 1.35)
sorry for any gramatical errors my english is not fluently (this language is not my primary language) 
[EDIT] correction: neutron bombs are not "working" with huge planets (with large planets everything seems to be ok)

I just tested this, Elmo, because when I read what you wrote, I was tyring to avoid throwing my monitor out the 11th floor window. So I ran a simulation (tactical), and the ships do indeed fire upon huge planets. With Balance Mod 1.06, though, the bombs don't hold ordinance, so you're going to have to equip your bombers with ordinance storage in order to let fly the fires of hell, etc.
*Edit: I should mention this is a brand new game started with 1.35.

I'm not using Balance Mod but only pure game
I ran not simulation but regular game battle
two times in a row neutron bombs did not fired upon huge planet... only two times tried
before begin the battle I turned off auto-targetting and enabled weapon-specific attack at the planet with neutron bombs only, battle started and my Cruiser called "Invasion FG I"
approached to the planet and nothing fired to the end of time limited battle :/

Maybe it is because you resaved a 1.33 game?

This bug is caused by the Specific Weapon Targeting command. The game doesn't actually acquire the target as a target. To use target specific, first target the target normally, such that all weapons would fire. Then, use the target specific command. It should now work as expected. I submitted this bug to MM a few weeks ago, then again recently. I'm hoping to see it fixed by the next patch.
Using normal targeting, all weapons should now be able to fire on all planets.
Also, a common issue that came up in the game's infancy, is that you may be in a 'No Planet Bombardment' Treaty with someone. This affects your ability to bombard all planets, not just the other empire mentioned in the treaty.

look back, you'll see that there was a bug mentioned that meant that the bombs didn't have the range to reach the centre of a planet and therefore were useless
