Description
Currently the number of Ground Militia Troops and the Production and Shipyard bonuses from Population are listed as charts in the Settings.txt file. This is cumbersome to mod, test, and balance. A more elegant and more mod-friendly solution would be to turn both of these charts in to formula entries in the Formulas.txt file.

Additionally, the math which determines Planet Value, Planet Resources, Asteroid Value, and Asteroid Resources could be turned in to a mod-editable formula in the Formulas.txt file. Currently it is a flat probability calculation, and I would like to mod mine in to a bell-curve.
