In SE there's a facility which can stop opening and closing of warp points(I forget the name). Imagine the situation:
First close all the warp gates in a solar system. Then build such a facility.
After these I believe its unable for anyone to break in unless some natural events happen to open a new warp gate or destroy the protection generator.

I haven't tried in SEV, but in SEIV that's not how it worked. You couldn't open a warp point into a system with a system gravitic shield facility. If you tried, you got a message telling you that you can't do it because the target system is protected.

Well,you can create a component named "System Gravitational Shield Generator",and then give it the ability of what the "System Gravitational Shield Facility" have,build a ship with this and then the entire system will be protected.
I haven't tried this in SEV.But in SEIV,even you mothball
the ship,the protection still there(囧rz……),and you can remove the protection by move the ship out of the system,or someone get into the system and destory that ship.

No the system gravitic shield does not stop other people opening warp points from other systems into the protected system from another system it stops stelar manipulation occuring in the protected system including opening warp points from that system to an other
