Query: From reading on the forum, it seems that Weapons Platforms must be loaded onto a ship, and then deployed over a planet like cargo?
Is there not a simpler way to deploy them if they are already on a planet and you wish them to be in the orbit of that planet? I tried unloading it from the planet, but no go. I also tried the launch/retrieve command, but no go.

By default weapon platforms are deployed on the planet on which they are built. They can be built in one place and moved round by freighter and often are to defend new colonies which are otherwise engaged building facilities. If you want Space based static weapons platforms use satellites. These are also good for warp point defence or Bases.
As weapon platforms are not designed to be deployed in space the only way to get them there is to jettison cargo.
