I haven't noticed many treaty problems but I haven't gotten an AI player to surrender to me yet.

Sometimes they want treaties, some times they don't give a rats a** about you....
In SE4 they would surrender if you are too powerful.
but in SE5 they don't... the script files say they will if you are 500% (5x) larger...
I've been 10X over them, they are down to their last planet, and they still wont surrender...
I wonder if the value is not being used correctly and you need to be 500x larger...

I think it differs. When you create a race you can choose it to be moderate, defensive, or agressive. Now I'm sure that's to tell the ai how to play the race but it is probable that their temperament might prevent them agreeing to surrender. If they're aggresive then they'll want to go down fighting, not give in.
