Plague Level Display Bug

Description

I developed level 7 plague weapons. I attacked an enemy planet with them and it says something like "Plague level 1" on the planet report. Eventually the population on the planet went to zero. Now I have ships with Medical Bay level four on them but I can't cure the enemy planet of the plague. My colonists won't land until it's cured (at least I think that's why they can't colonize.)

Possible bugs:

Bug: The plague level should message say "7" if you attack with level "7" plague bombs. Apparently it just says 1 no matter type of plague the planet has.

Possible Bug: Should the planet revert to unsettled if the enemy population is reduced to zero by a plague? If so, the facilities should be useable by anyone who lands there later.

Possible Bug: If the population is reduced to zero by the plague shouldn't the plague disappear since there is no one left to infect?

Possible Bug: Should plague affect friendly colonists? Seems like the they would be inoculated against it before landing. If this is the case then you should be allowed to colonize a planet with an enemy population of zero and take it over (including facilities) with no fighting. Also, if you think the plague should be a threat to friendly colonists then it seems like a friendly ship should be allowed to cure plague on an enemy planet with no population as a preparation for landing friendly colonists.
