How function the value in ScoreWeighting file? I think that for making better AI, also this file need some change, but I'm not sure on how it function...
Example: This line:
"Score Factor - Empire Total Tech Levels:= 200.0"
Mean that the number of your tech level is multiplied by 200? Or mean that if you has more tl then all others, you gain 200 point?!

It would be number of tech levels x score factor.
